The problem is that it's all too much for one person to manage in their free time.
Remember Palemoon? It's archive download directory was hacked and infected code inserted.
If I recall, it was months before anyone noticed because there wasn't anyone whose job it was to notice.
And on a related note, why do so many site make it so hard to find the complete signature info (signature file, fingerprint)?
