Yes, if you just want to browse it go to the other server's website and click on the "Live Feeds" or "Local" links. You don't need to be a member or logged in, because the feed only shows public posts anyway.
Also, some third party Mastodon apps let you follow the local timelines of other servers.

By the way, which third-party app are you referring to? I'm currently using tusky for Android & I can't find a way to Explore the local timeline from another server.
Fedilab and Subway Tooter on Android, Ice Cubes on iPhone/iPad, have options for following local timelines of other servers.
By the way, Fedilab is free if you get it from @fdroidorg , the developers are trying to encourage people off Google Play.
@feditips I really do owe you a lot. Since social media was created, I have never felt comfortable using one.
