Even a few hundred mill /should/ be okay if someone really earned it more honestly but also bares the responsibility not to hoard
there must be some incentive to keep people motivated but the current system is sooo broken

But it depends on the server, thats why the fedi consists of thens of thousands of servers to spread the load and costs

So can a billionaire. They can easily afford to hire a sysadmin to spin up a VPS somewhere, load Mastodon on it, get it federated, and maintain it.
The "good" billionaires that behave decently and actually give back to the community will probably be fine.
The badly behaved ones, will find themselves de-federated rather quickly. This doesn't strike me as a community that suffers fools lightly.
