Allowed to go to another county for it in Minnesota, and had the most pleasant 2 experiences at the Winona DMV to try and get my "Star ID*".

Couldn't finish the first visit because my utilities didn't have my name on the receipt part. Made sure to not pay my utilities so the name was on it the next visit. Done.

Maybe it's just that one county, but it was nice.

*mainly for air travel, but also because sometimes my spouse needs me to drive her car.
