Yes and no.

The longest-established discussion systems are Guppe groups and Chirp groups, which are basically accounts you follow which repeat anything sent to the account. It's a very simple system but these can have quite good conversations on them. More info at fedi.tips/how-to-use-groups-on

Mastodon itself is working on Mastodon Groups, but this isn't ready yet. This seems it might be more like Facebook Groups?

Then there are Reddit-style discussion groups. The older system is Lemmy (but I don't recommend it mstdn.social/@feditips/1068350). The newer system is Kbin (kbin.pub, kbin.social) which is less problematic, but it's still in its early stages and the interaction from Mastodon still seems a bit flaky.

So, at the moment the Guppe and Chirp groups seem best, but there should soon be more choice.
