Shred/burn directives are generally only legal "in theatre", when your facility is about to be overrun by foreign adversaries (e.g., the recent movies about the 79-81 Iran hostage crisis).

(Btw, this is one of the few cases where people familiar with German history wouldn't bring out a Nazi comparison, but a Stasi one. When it was clear that the Mauer would be coming down soon, Stasi tried to shred all of its archives. At one point, the building complex got overrun, the Stasi agents got kicked out, and everything, including the shredded parts, were seized, and are now being painstakingly un-shredded, occasionally leading to prosecution on the basis of criminal acts that Stasi agents committed and took notes on.)

@riley No idea. Or maybe they just don't want USAID to be able to build back ever.
