Israel should be suspended from FIFA.

They did it to Russia in a nanosecond. Not happening for Israel. In which case, we the football fans or anybody who works in the field, have to step in. Boycott Israeli teams and protest in the stands is a start. Show them the red card.

And @ashleyodell pointed out that the Spanish one is actually Spanish/English.

I thought I'd downloaded the wrong version, but they're all that way - the multi-lingual side is what to *do* and the English side is what to *say* - I guess running on the assumption that ICE agents won't acknowledge statements in other languages, even if they speak that language.

I also found the page that has a bunch of other languages, too.
