Coming on duty on April 16, 1937, in Washington, D.C., was Mercia Laton Kahn. Although her title was adjudicator, she never adjudicated a claim. “I was handed the thin Social Security Act the first day,” Mercia recalled, “and 30 minutes later was told there was no more time for training..."
