Otis White<p>S.F. has a 311 complaint system. It also has lots of sidewalk trash cans, some of which are overflowing. So where are there the greatest number of 311 calls about trash cans? Not in the poorest <a href="https://urbanists.social/tags/neighborhoods" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>neighborhoods</span></a> nor in the wealthiest … but in places where wealth and poverty rub up against one another. In other words, gentrifying neighborhoods. Why?
