First it is part-time, then it is full-time for students "who don't show academic potential", then it is juvenile detention center work programs, then it is work restitution, which transitions into adult custody for restitution which can never be met for cents per hour, then it is in the custody of the employer and we all know who this is targeting, and what it is really called.
