I'm not sure I understand your understanding...

Essentially 100% of all Canadian goods being sold into the US market were already "complying with the USMCA". And the US had exactly the access to the Canadian market that the USMCA specifies.

i.e. there was nothing that Canada was non-compliant with. But we got hit with tariffs *explicitly banned* by the USMCA itself.

The USA is the only one who was noncompliant with our trade agreement, which if you'll remember, Mango Mussolini was extremely proud to boast that he negotiated himself, before recently saying whoever negotiated it was an idiot.

AIUI, in single-conjunct agreement, a single agreement target agrees with only the closest conjunct of a group of coordinated controllers.
