Government was focused on providing pathways to prosperity and to the middle class. Poverty was not viewed as permanent. Jobs were plentiful, wages were fair for the time. Folks who have lost societal backing because they divested in some way still need an income. But with enough priviledged folks redistributing their wealth, they can help off set and provide where oppressors have attempted to sabotage.</p>
