apparently it's unclear if members of <a class="hashtag" href="https://bsky.app/search?q=%23USCongress" rel="nofollow noopener noreferrer" target="_blank">#USCongress</a> can be recalled (probably requires <a class="hashtag" href="https://bsky.app/search?q=%23SCOTUS" rel="nofollow noopener noreferrer" target="_blank">#SCOTUS</a> review).
