Chris<p>It is a genuine worry if the self driving car manufacturers are framing the difficulty in dealing with pedestrians as "too many jaywalkers" rather than their cars not yet able to cope with the rules of the road. Sidewalk riding is generally allowed in Salinas, except where signs give notice it is prohibited. But it must be done with due caution and reasonable speed, and the person biking must yield to pedestrians and give an audible signal before overtaking and passing.
