@chloebaker Because fascism and other fear-based ideologies require the creation of an out-group.
Fascism has no agenda other than to hoard power, so the only "agenda" they can publicly put forth is removing "undesirables" from society, who they (falsely) claim are the root of all the troubles the society currently faces.
