California changed how broadband works in apartment buildings. Landlords can't force tenants to pay for an ISP they don’t want — even if it’s part of a “bulk billing” deal that’s supposed to save money. Finally, it’s a win for choice and a big warning shot to the cable lobby. Bulk billing made sense when competition was thin. But in 2025, forcing renters into a single ISP feels more like a monopoly tax than a discount.
