George Monroe<p>Stephen Paddock massacred 60 & wounded nearly 500 people at an outdoor music festival in Las Vegas in 2017. The RW 5th circuit has ruled the bump stock (pushes finger onto trigger increasing rate of fire - 9 rounds per second estimated in Paddock's case) is not a machine gun.
