Away back around '92 or '93 I playtested an rpg idea called "Agitator." The basic premise was a near-future society where the PC's are more or less street-level super-villains, with minor superpowers and violent attitudes,. But instead of robbing banks, their goal is to cause spectacle, broadcast their antics and cultivate celebrity. Think "the Joker in the world of Max Headroom."
