Unsurprised that in order to download the checkpoints and tokenizer, one has to fill out a Google form.
The model card says "Non-commercial bespoke license". So...

Sadly noone sued #grsecurity and other serial violators into compliance.
@kkarhan In this case, there's no attempt to make GPLv3 licensed code proprietary. It's the model checkpoints (weights) and other material to make the GPLv3 licensed program useful "out of the box".
IMO, weights are a new "proprietary plugin" that has been a scourge on Free Software, popularized under the "open core" banner.
