@TechBean I voted "What their constituents need" understanding needs like community needs (the actions needed to move from the current state of affairs to an identified better/preferred state). In a federal democratic republic, a representative is there to represent their constituents at the federal level. In the role of national congressperson, "what the country needs" are representatives to represent their portion of the Republic.
