When asked why Hamas hasn't built bomb shelters for civilians, Mousa Abu Marzouk, a top Hamas official, replied that is not of their concern but of the United Nations.
Journalist: Many people are asking: Since you have built 500 kilometers of tunnels, why haven’t you built bomb shelters, where civilians can hide during bombardments?
Mousa Abu Marzouk: We have built the tunnels because we had no other way of protecting ourselves from being targeted and killed.

Very poorly and very callously put. I think he's trying to get more action from the UN.
Let's remember the context. Israel controls the borders to Gaza. It directly controls the sea border and most of the land border. The small part it doesn't control directly, it indirectly controls with agreements with Egypt, what's allowed to transit those crossings.
Building materials, especially steel and cement imports are limited. There isn't enough for building alone.
Hamas has diverted steel and cement for building & infrastructure construction. I'm sure they regard their tunnels as infrastructure.
Bomb shelters are a luxury in this context.
Can you imagine the Israeli reaction if Gaza had started building bomb shelters? "Cut the monthly steel and cement quotas by 50%"
@Free_Press Israel has the name and address of every individual in Gaza.
They use drones to target Hamas; so they build tunnels to hide in. That seems perfectly logical to me.
Israel should not be targeting civilians, so they should not need tunnels to hide from drones. And they are an incredibly poor country.
