For a few years we paid a consultant over double what we paid the CIO to whom the consultant reported. 
Sure, he was pretty good, but not double the CIO's salary good.

Old consultant joke. You call in a consultant to ask them what time it is. They say "Of course! Can I borrow your watch?" Then they tell you the time and keep the watch.

That’s rather optimistic. The ones I know about didn’t even get the date right. But took the watch.
I think you forgot the 100 hours of meeting the consulant had with the employees, for the consultant to be taught a understanding of time and how to read a watch.
